Update on Southwind Meadows Development


The Southwind board has been in continuous contact with Jim Makens, realtor for the owners of the Southwind Meadows property, to keep up on the status of that development. On 7 July, Jim communicated that Lennar Homes plans to buy the land by mid-August 2016 to start development. We also talked with Shon Brooks, who works for the Arlington Planning & Zoning department. He confirmed that the Plan Development (PD) associated with that zoning change still states that a cost sharing agreement between Southwind Meadows and our community must be in place to proceed. In talking with our community lawyer, Lance Williams, he indicated that the cost sharing agreement we signed last year with the previous developer, SRE Development, LLC is not binding and a new agreement will need to be put in place with Lennar. This has been communicated to Mr. Makens and we are awaiting a response.

As a recap, the cost sharing agreement we signed last year contained the following:

  1. Southwind Community Association will allow access to the front pond, Southwind Dr, and the walking trails to the new developer.

  2. In turn, the new developer will install a pump to ensure a constant water level at the front pond, and fix all drainage issues associated with the pond.

  3. The developer will split 50-50 all costs associated with maintaining the front entranceway, Southwind Dr. up to the walking trails, the front pond area, and the walking trail area.

Once a cost sharing agreement is in place and they close in mid-August, engineering plans will be drawn up before the end of year, then they will start moving dirt. In terms of the Southwind Meadows community layout, not much changed overall. There will be fewer lots to accommodate drainage issues. Ragland Road will still be extended to Hwy. 360, they will have the same two entrances off Southwind Dr. and off Ragland Rd., 10 custom lots will be developed on the south side by the front pond, they will tie into walking trails on the north side of Southwind Dr., extensive use of 4” caliper trees throughout the development, and there still will be an amenity center with pool and cabana and pond on the north side of Southwind Dr. Mr. Makens didn’t have much info on how houses would look or their sizes, but speculated that due to estimated cost of developing the lots, they wouldn’t be lower end houses.
